This visa is for tourism and business meetings. It is arguably the most commonly used visa type. For stays of up to 30 days for purposes such as tourism, business meetings, purchasing goods, or transit, entry into Indonesia is possible by obtaining a Visa on Arrival (VOA) at major airports or seaports upon arrival.

As of January 9, 2024, with the launch of a new system, the Indonesian government has mandated that all visa applications be submitted online, and eVISAs (electronic visas) are now issued. However, VOAs can still currently be purchased in cash at airports such as Soekarno-Hatta.

Under the revised regulations in 2024, factory visits are said to be allowed with a VOA or B2 visa. However, in practice, immigration authorities may require a C2 or D2 visa depending on their discretion.

How can I purchase a VOA online in advance?

Please visit the official visa application website for Indonesia: The Official e-Visa Website for Indonesia. Note that entry with an e-VOA is currently limited to Soekarno-Hatta International Airport (CGK) in Jakarta and Ngurah Rai International Airport (DPS) in Bali.

How much does it cost to purchase a VOA at the airport?

The fee is IDR 500,000 (approximately JPY 4,660). Payment can also be made in equivalent amounts of USD or JPY. After payment, you will receive a receipt and proceed to the immigration queue.

Factory Visit Visa

Using a Visa on Arrival (VOA) to install, repair, or maintain machinery at factories in Indonesia is not appropriate. While technically allowed under the 2024 regulation changes—permitting factory visits under VOA or B2 visas— in practice, immigration authorities may still require a C2 or D2 visa.

Therefore, if you plan to visit a local factory in Indonesia to conduct any kind of activity, as of 2025, it is safer to do so with a C2 or D2 visa.


If you’re applying for a B2 visa, the process can be completed with just a few documents such as a passport and flight ticket. However, the other two visa types require additional conditions at the time of application. For example, the required documents for C2 and D2 visas include an “invitation letter from a government or private institution explaining the relationship with the applicant.” In other words, to obtain a C2 or D2 visa, you will need a local sponsor company in Indonesia that can vouch for you.

The C2 visa is a single-entry visa that allows a stay of up to 60 days. The D2 visa is a multiple-entry visa that also allows a stay of up to 60 days per entry, with validity options of 1 year, 2 years, or 5 years. The C2 visa can be extended, while the D2 visa cannot.

There are several types of visas available for those who wish to work in Indonesia. Among the four visa types listed below, the Single-Entry Visit Visas (B211A and B211B) and the Multiple-Entry Visit Visa (D212) are commonly referred to as “business visas,” and are distinct from the official Work Visa (C312).
