Precautions when conducting an on-site inspection in Indonesia

Some visitors consider, "My primary purpose is to conduct maintenance work at the factory, but the visa application process appears cumbersome. I will simply enter on a Visa on Arrival (VOA) and carry out the work discreetly."

However, there have been numerous cases where entering without the appropriate visa for the intended activities has resulted in significant legal and operational issues. It is therefore strongly advised to obtain the correct visa prior to travel.

Here are the types of visas and their purposes.

Incident Report from On-Site Inspection
  • Taxi Troubles

    IT company

We had planned to use a ride-hailing app for local transportation; however, due to the combination of the morning rush hour and heavy rain, no taxis were available even after waiting for over 30 minutes. In the end, we arranged a motorcycle taxi on short notice, but heavy traffic caused further delays. As a result, we were forced to postpone one of the two business meetings scheduled for the morning.

  • Interpreter Issues

    Cosmetics manufacturer

While traveling from central Jakarta to a client in the suburbs, our freelance local interpreter suddenly canceled. Since English was not widely understood in the area, we were unable to fully convey the finer nuances of our business discussions, which was highly regrettable. We came to realize that it would have been better to engage a professional interpreter through a reputable agency rather than relying on a low-cost freelancer.

Cases Where Problems Occurred in the Past

Visa Purpose and Actual Activity Did Not Match → Entry Denied / Forced Repatriation

Case: Entered with a D2 visa but engaged in business activities such as sales and marketing.
Result: Reported to immigration, detained at the airport, deported on the next flight, and future visa issuance was suspended.

The multiple entry e-Visa is strictly for “short-term non-profit business activities.” If your actions are deemed operational or employment-related, it may be considered illegal work.

Visa Invalidated Due to Sponsor Company Document Issues

Case: D12 visa was issued, but the sponsor (investee company) was not a legally registered entity (missing corporate registration or NPWP).
Result: Issues arose after entry; visa was revoked, and fines were imposed.

The sponsor company’s legal credibility is reviewed. Using a nominal or unverified sponsor poses significant risk.

Overstaying the Allowed Days → Fines Imposed

Case: Stayed beyond the 60-day limit on a D17 visa.
Result: Discovered during airport departure; fine of IDR 1,000,000 (approx. JPY 10,000) per day and potential blacklisting.

The multiple e-Visa strictly limits each stay to “a maximum of 60 days per entry.” Failure to extend leads to penalties.

Visa Agent Fraud

Case: Used a low-cost agent offering multiple e-Visa services, only to find the visa was fake.
Result: Denied entry at the airport, all travel and accommodation costs wasted.

Only apply through a trusted local company or consulting firm. Be especially cautious with independent agents found on social media.

How long can I stay on a single visit with the Multiple e-Visa, even though it’s valid for one year?

You can stay for up to 60 days per entry. If you need to stay longer, you must exit the country and re-enter. Extensions are generally not allowed.

Can I use a Multiple e-Visa to handle practical tasks like setting up a local branch or hiring staff?

No. The Multiple e-Visa (D2, D4, D12, D17) is strictly for short-term, non-profit business activities. Activities such as recruitment or labor-related tasks require a work visa.

Is a sponsor required to apply?

Yes. A local entity (Indonesian company) must act as your sponsor. The sponsor company must also be registered with the immigration office.

Is an Invitation Letter required?

Yes. An Invitation Letter (Surat Undangan) from the sponsor company is required when applying for a Multiple e-Visa. It must clearly state the purpose of visit, duration of stay, and relationship between the applicant and the sponsor.

Can I change my visa if my purpose changes after arriving (e.g., from inspection to recruitment)?

No. If you engage in activities beyond the stated purpose of your visa after entry, it may be considered illegal employment by immigration authorities. In such cases, you must leave the country and reapply for the appropriate visa.

What kinds of questions might I be asked upon arrival with a Multiple e-Visa?

You may be asked questions such as:
“What is the purpose of your visit?”
“Which company will you be meeting?”
“Do you have a return ticket?”
“Where will you be staying (hotel or apartment)?”
