Types of Sending Organizations in Indonesia

As mentioned above, Sending Organizations dispatching workers from Indonesia can be broadly divided into two types: those for the TITP and those for the SSW system.

The former is called “SO” (Sending Organization), which often also operates as an LPK (Lembaga Pelatihan Kerja — vocational training institution). The latter is called “P3MI” (Perusahaan Penempatan Pekerja Migran Indonesia — Indonesian Migrant Worker Placement Company).

Although their roles differ, in this article both SO and P3MI are collectively referred to as “Sending Organizations.” Some Sending Organizations also support studying abroad or internships at companies in addition to job placement.

Vocational Training Institution (LPK)

An LPK provides various support to registered Indonesians seeking employment domestically or abroad. Main services include language and skills training and the provision of job information. Most LPKs are corporate entities, but there are also government-affiliated bodies, individuals, and foundations.

LPKs that prepare people for overseas employment also offer language education, so some may think of them as language schools. However, the main focus is vocational training, and their legal status differs from that of language schools.

LPKs are not recruitment agencies. Therefore, after language and skill training, registrants are usually referred to an SO. With the necessary qualifications, an LPK can apply to become an SO, so many LPKs serve as both.

Sending Organization (SO)

According to the Organization for Technical Intern Training (OTIT), an SO is defined as an entity in the trainee’s country of nationality or residence that intermediates applications for group-supervised technical intern training to supervising organizations in Japan.

In group-supervised training, non-profit supervising organizations accept trainees and arrange their training at member companies. SOs handle recruitment, selection, and dispatching of trainees to Japanese supervising organizations, serving as a bridge.

In Indonesia, while LPK training programs may vary and are not always Japan-focused, SOs are specifically dedicated to dispatching technical intern trainees.

Indonesian Migrant Worker Placement Company (P3MI)

A P3MI is a recruitment company authorized by the Indonesian government to send workers abroad. It operates with written approval from the Minister and is a legally established limited liability company. In Japan’s context, it is comparable to a government-run employment service like Hello Work.

Each P3MI specializes in certain types of placements. Those experienced with Japan often handle SSW workers as well.

While some LPKs obtain additional permits to operate as P3MI, in principle LPK/SO and P3MI are distinct. Companies that are P3MI but not LPK can handle recruitment but not training.

  • SO: 507 organizations
