Bandung Regency and Bandung City

Bandung comprises “Bandung Regency, West Java,” “West Bandung Regency, West Java,” and “Bandung City, the provincial capital of West Java.”

In Indonesia, “Regency (Kabupaten)” and “City (Kota)” are administratively equivalent units. In the case of Bandung, although Bandung City is surrounded by Bandung Regency and West Bandung Regency, it is not subordinate to them; each is an independent administrative unit under West Java Province.

The urban center of Bandung City is home to numerous shopping malls and business hotels. On the other hand, extending into the mountainous areas of Bandung Regency and West Bandung Regency, visitors will find many resort hotels, villas, campgrounds, and recreational facilities. The neighboring Subang Regency to the north is also well known for its hot spring resorts.

Climate

Bandung is a city located in a highland area. Even in the low-lying parts of Bandung City, which sits in a basin, the elevation is around 700 meters above sea level, while the mountainous areas exceed 1,000 meters.

As a result, while the region has a tropical climate similar to much of Indonesia, mornings and evenings can be quite cool. The average annual temperature in Bandung City in 2023 was 24.3°C, noticeably cooler than the Indonesian national average of 27.2°C.

There are two main seasons: the rainy season from approximately October to March, and the dry season from approximately April to September.

Transportation

Rail

The medium-distance commuter rail line “Bandung Raya Line,” operated by KAI Commuter, runs from Purwakarta Station (Purwakarta Regency), located northwest of Bandung City, across the city to Cicalengka Station near the eastern edge of Bandung Regency. It is commonly used for commuting to work and school.

Bus

Trans Metro Bandung

Trans Metro Bandung is a city-operated bus service with seven routes that broadly cover both Bandung City and its surrounding areas.

Metro Jabar Trans

In 2025, West Java Province rebranded the Bandung city bus services as the BRT (Bus Rapid Transit) “Metro Jabar Trans,” with “Jabar” standing for “Jawa Barat” (West Java). Six routes are currently in operation, mainly serving Bandung City.

Other

Route-based shared taxis known as “Angkot” (Angkutan Kota) operate throughout nearly all areas of Bandung City, Bandung Regency, and West Bandung Regency, serving as a popular mode of transportation for local residents.

For tourists, tour buses called “Bandros” (short for Bandung Tour on Bus) operate in the city. These buses include a tour guide who provides commentary on local attractions while touring Bandung City.

Precautions when conducting an on-site inspection in Indonesia

Some visitors consider, "My primary purpose is to conduct maintenance work at the factory, but the visa application process appears cumbersome. I will simply enter on a Visa on Arrival (VOA) and carry out the work discreetly."

However, there have been numerous cases where entering without the appropriate visa for the intended activities has resulted in significant legal and operational issues. It is therefore strongly advised to obtain the correct visa prior to travel.

Here are the types of visas and their purposes.

How to Travel from Japan to Bandung

From Japan to Jakarta

When traveling to Bandung, the typical route involves first flying to Soekarno-Hatta International Airport, located in the suburbs of Jakarta.

Direct flights operate from Narita Airport and Haneda Airport to Soekarno-Hatta International Airport. The flight time for direct routes is approximately 8 hours. Flights from Kansai International Airport and other airports generally require connecting flights (as of April 2025).

Additionally, Bandung City has Husein Sastranegara International Airport, and Majalengka Regency, about 100 kilometers northeast of Bandung City, has Kertajati International Airport (West Java International Airport).

However, Husein Sastranegara International Airport currently only serves domestic flights, and there are no direct flights from Japan to Kertajati International Airport. To reach Kertajati International Airport without passing through Jakarta, travelers can take Scoot Airlines with a transfer in Singapore.

From Jakarta (Soekarno-Hatta International Airport) to Bandung

Rail

For rail travel, the Jakarta-Bandung high-speed rail “Whoosh” is convenient. From Soekarno-Hatta International Airport to Halim Station in Jakarta, express buses called “Damri” run every 30 minutes. The fare is IDR 80,000 (approx. USD 5.00; conversion rate: 1 USD = approx. IDR 16,000).

Travel time from Halim Station in Jakarta to Padalarang Station, located in West Bandung Regency, is approximately 40 minutes. The fare ranges from IDR 225,000 (approx. USD 14.10) to IDR 350,000 (approx. USD 21.90), depending on the service.

From Padalarang Station, buses or taxis are available to various locations in Bandung. Alternatively, travelers can transfer at Padalarang Station and take a local train to Bandung Station, which takes approximately 20 minutes.

Bus

Express buses called “Lintas Shuttle” operate from each terminal of Soekarno-Hatta International Airport to central Bandung. The buses run roughly every 30 minutes, with a fare of IDR 190,000 (approx. USD 11.90). Reservations can be made via the Lintas Shuttle website or smartphone app.

As of April 2025, Damri does not offer a direct route from the airport to Bandung, but such a route may be added in the future.

Incident Report from On-Site Inspection
  • Taxi Troubles

    IT company

We had planned to use a ride-hailing app for local transportation; however, due to the combination of the morning rush hour and heavy rain, no taxis were available even after waiting for over 30 minutes. In the end, we arranged a motorcycle taxi on short notice, but heavy traffic caused further delays. As a result, we were forced to postpone one of the two business meetings scheduled for the morning.

  • Interpreter Issues

    Cosmetics manufacturer

While traveling from central Jakarta to a client in the suburbs, our freelance local interpreter suddenly canceled. Since English was not widely understood in the area, we were unable to fully convey the finer nuances of our business discussions, which was highly regrettable. We came to realize that it would have been better to engage a professional interpreter through a reputable agency rather than relying on a low-cost freelancer.

Cautions When Expanding into Bandung

Traffic Congestion

Bandung is one of the most congested cities in Indonesia and consistently ranks high in international traffic surveys. For example, in TomTom’s TomTom Traffic Index 2024, which evaluates traffic conditions worldwide (for cities with populations over 800,000), Bandung ranked as the 10th most congested city globally.

Recognizing that traffic congestion is negatively impacting the tourism industry, the Bandung City Government is working to improve road infrastructure and is pursuing an integrated public transportation system, which includes the construction of an LRT (Light Rail Transit).

In addition to central Bandung, suburban recreational areas also experience severe traffic jams, especially on weekends. If you are considering establishing a business base in Bandung, it is advisable to carefully assess the local traffic situation.

Flooding

During Indonesia’s rainy season, many regions, including Bandung, experience severe flooding.

Bandung is no exception—flooding occurs almost every year, particularly in the eastern and southern parts of Bandung Regency, sometimes causing significant damage. Inadequate land use management, poor flood control planning, and insufficient environmental assessments during development approvals have been pointed out as issues, and effective countermeasures have yet to be implemented.
